Our hero can't sleep at night and is haunted by nightmares of death and fear. He can feel his worst enemies hiding and waiting to make their next move. This unsettles him despite the comfort in his growing relationship with Emily. Then one night after one of his dreams he receives a disturbing letter from a mysterious messanger.

Dismay has felt a disturbing presence in Ottawa. Some kind of sinister being has entered the city, and, not long afterwards, mass murders begin to occur. At each murder site, there are messages proclaiming that something is about to happen. Who is this new menace, and what does she want?

Jimmy is well. The world seems to be on the threshold of insanity. The Council appears to have been left in ruin, while the Man With No Face hides plotting his next move. Meanwhile, Dismay returns to his home in Ottawa with mixed feelings and emotions.
